Quest Objectives
Kill Magistrate Burnside and 5 Hillsbrad Councilmen. Destroy the Hillsbrad Proclamation. Steal the Hillsbrad Town Registry. Report back to Darthalia in Tarren Mill afterwards.
Quest Description
The town of Hillsbrad is in disarray and we believe it will soon fall. We must, however, persist in our ruthlessness until the human scum are wiped from the foothills for eternity.
Despite their overwhelming losses, the humans rally around their leadership and keep fighting. We must eliminate their leader, Magistrate Burnside, as well as the town council. Destroy their revered political document as well, the Hillsbrad Proclamation. And while you’re at it, steal the town registry.

WOW Quest guide:
Unless in a group, this quest needs to be done at a lvl 30+ solo.
From the quest giver follow the path west until you get to the first junction (55 19). From there head south until you reach the next junction (57 36 ) where you turn west again until you get to the second T junction ( 32 50)
Keep going forward until you reach a large building with a large courtyard (32 41) go down west towards it there are several hillsbrad footmen in the courtyard in front of the building, and many more to the east and west of the entrance. Kill everything outside, and then enter the building. The first two rooms contain no humans, yet the one main room after that (30 42) Inside here are 3 council members (LVL 26) 3 foot men (LVL 24-26) and Magistrate Burnside (LVL 30).
You can separate 3 of the council members and 2 of the foot men away from the rest of the group, but if soloing this will not be of much help unless a LVL 30+. You can then kill the rest inside the main room.
The revered political document is up on the platform, just right click it to destroy it. The registry is lent against the wall with the window in it, on the left corner. Right click it to take it.
Then just make your way back to high executor darthalia (62 20).

I did this quest by myself as a level 24 warlock. The 4 Hillsbrad Councilmen were easy. Once I got into the building with the void-walker I took out the three councilmen one at a time. I pulled the town council into the room before the main room. Magistrate Burnside (lvl 30) should be the only only left in the main room. I sent the void-walker to tank him then used drain mana until he had no mana. The void-walker should have about 25% health left. Summon another void-walker while the first is tanking. Send the new void to tank then dot Burnside and shaowbolt him til he’s dead.
WOW Quest Guide: Battle of Hillsbrad (part 4)
I found this quest impossible as a lv 24 fire mage. He does around 130 damage with each spell and he must be extremely resistant to magic, because my fireballs are only doing 40 damage.
