He does around 130 damage with each spell and he must be extremely resistant to magic, because my fireballs are only doing 40 damage. I found this quest impossible as a lv 24 fire mage. The 4 Hillsbrad Councilmen were easy. Once I got into the building with the void-walker I took out the three councilmen one at a time. I pulled the town council into the room before the main room. Magistrate Burnside (lvl 30) should be the only only left in the main room. I sent the void-walker to tank him then used drain mana until he had no mana. The void-walker should have about 25% health left. Summon another void-walker while the first is tanking. Send the new void to tank then dot Burnside and shaowbolt him til he's dead.
